Church Media:: Media are powerful, so church should use them. Canon 822 - use media; Canon 823-4 - censorship in general. 825 Bible, 826 Liturgy, 827 Catechisms, 828 Legal texts, 829 Revisions, 830 Censors, 831 Journalisms, 832 Religious. How to do when it's a minority church, e.g. in China?

Chinese regulation

PRC publication administration - 8 articles. Requirement for publishing company, employees, licensing. Separate regs on book 56 regs, periodicles, 57 regs, Also Newspapers, VCD, Internet, e-publications, IIS, (last are promulgated by state council), internal materials.

Book Publishing Regs

Publication unit: Art. 10: Qualifications: name, host based on topic of publication, e.g. religion, defined business scope, registered capital, fixed workplace, qualified personnel, comply with social plan for publishing. Art. 11: Host unit to apply to publishing dept. Art. 12: application letter: host, contact, reason.

Religious Publising

Books need ISBN, issued from government. Periodicals & newspapers and e-pub need registration number as well for public or internal. Anything that is touching sensitive issues to be carefully examined: social, state secrets, military, politics, religion. Internet control is for commercial, private records. Internal materials can't be called newspapers or periodicals and can't be sold, but can request cost price or donation.

Catholic Media in China

Most important is internet. 130 domestic, 35 outside. The website is open, but has a registry number and can't be opened without it, if there is something against the government, it will be locked by the web host. Second most important is newspapers, "the Faith" one million readers. Finally SMS. Organizers are dioceses, religious, individuals.

Quang Qi press reopened 20 yrs ago, 400 books, Faith, established in '91. Illegal, because non-registered, but Religious Bureau approves.

Catholic Education in China

In the Code

Canon 795 Education is 1) complete formation of the human person, 2) directed to final end (the concept would depend on context: China, happiness, friendship, love. They want love, but don't see this as God.) can there be education without this? Chinese education strives to all the other ends: but final end is a problem. There is a question in Chinese society to see when there is a turmoil about the social traditions in society as well as in tension with the Catholic minority. The education is true, but just not like Western.
3) common good of societies. 4) develop talents, 5) sense of responsibility and freedom, 6) active participation in social life.

Catholic education

is one type of true edcation, based in Xn faith, in Catholic institutions (in the west, parish, religious and diocese). Talking about God, limits God, can't say the whole truth. There is a balance between education to final end and education for the good of society. Secular education will be more directed to common good, Religious education more to final end. No human being can escape the question of the final end, but it will be expressed diversely. Are we focusing on the signs of catholic education, or on the inner reality, or on both? Catechetics isn't catholic education because it isn't broad enough.

Chinese Context

Elementary (6 years), Middle School (3 years) - manditory to this level. High School (3 years). Mostly state schools. Private schools have hard time attracting teachers, salary and benefits. National examination afterh High School for entrance into university. The exam is designed to pass only enough students to fill the university places available. Curriculum established by the state. Some universities have religious studies departments in the philosophy department - from cultural point of view, professors are non-believers. Party education institutions - not recognized by education department, and you don't have to take the national institution. In chinese law, education and religion separate, no religious schools. But religions can have training schools, e.g. language training. Institutes of higher studies without university or ecclesialstical faculty.

Religious Institutions

5 recognized religions that can have institutions: 74 religious colleges. No national exam required, and not recognized in education system (like party colleges), not for lay people. They have higher (4 years) or middle level (2 or 3 years). Operation by national religious body.

Lay Catholic Education

Family, foreign education, religious studies department in universities, Institutes of higher studies for university graduates. Since 1980s education is much different in China, very open to the west. The older generations distrusted this generations. But these kids flocked to help the earthquake victims - this showed was seen by others as a good sign for the wealth of this generation and new education. BISCC is not legal for chinese or canon law, but it is accepted by both. They study the meeting of catholic culture and chinese culture.

with good foreign education: catechumenate, theological training programs, seminaries, novitiates, directing retreats. Problems providing salary: canon 231 requires formation, canon 230 requires salary. canon 228 - can be hold ecclesiastical offices. Need to integrate Theological training with Chinese culture.
